There is nothing to be done on this despatch, till the Draft Ordinance which Mr For. has been directed to prepare is sent home. There can be no difficulty in prohibiting the fitting in Hong Kong of ships intended for carrying coolies from any other port in China to places not within the British Dominions. But there is no chance of enforcing such legislation in China at a similar prohibition at Whampoa. If however the Chinese authorities are in earnest against these operations they could do much—and this according to M. Tamnoche would be a severe measure from their point
